With reference to these scenarios, European governments would have important environmental reasons to support hydrogen as a transport fuel as long as it is based on non-combustible energy, but only little reason if it is based on natural gas (or coal) without CCS. Biomass and coal-based hydrogen with CCS can reduce GHG emissions from fossil fuel combustion by up to 80 percent.
