Emergency Preparedness and Response 173 11.5.1 Emergency Response Organization 

Development of proeedures for handling emergeney response, ineident eommand protoeols, and safety praetiees during an emergeney is addressed in 29 CFR 1910.120 (q)(3). The following emergeney response issues need to be addressed  

The individual in eharge (the ineident eommander) of the ICS is the senior HAZMAT offieial responding to the ineident. The ineident eommander has full authority to earry out his or her responsibilities and priorities, whieh inelude proteetion of personnel, property, and the environment at the emergeney seene. An ICS must ensure that an ineident eommander is appointed and a system is established to address the praetieal aspeets of on-seene response, responder safety, and return to normal operations.

Wliether employers want their employees to evacuate the danger area and promptly escape to a preplanned safe zone area, and then allow the local community emergency response organizations to handle the release or... 

Ensure all employees are aware of communications protocols with relevant law enforcement, public health, environmental protection, and emergency response organizations.

Distribute material hazard information and handling precautions to employees, emergency response organization, local community response agencies, and others as appropriate.

Management Considerations for Determining the Emergency Response Organization... 

The facility must determine which agency will have jurisdiction. Some facilities may have internal emergency response organizations and an existing ICS. The facility may reside in a jurisdiction where the outside response agency is required or expected to be called on all events. In these situations, the community response organization is often required by law or regulation (or just expects) to use its ICS.

Unlike the other emergency response functions, population protection does not require the EP coordinator to ensure the availability of adequate personnel, facilities, equipment, and materials because this is the responsibility of the offsite emergency response organization. Nonetheless, facilities sometimes provide technical or financial support for the development of warning systems and implement these warning systems in rapidly escalating incidents. 

Transportation incidents that result in spills in excess of EPA reportable quantities (40 CFR 302.4) must be reported to the National Response Center. Spills must also be reported to state and local emergency response organizations as required by 40 CFR 355.40. 

DOE 0 151.lA, Chapter IV, sec. 4a 4.2.9.2 Drills shall provide supervised, "hands-on" training for members of emergency response organizations.
