The regulations spell out a detailed set of conditions a polymer must meet in order to be exempt from the PMN process. The conditions are that the substance must meet the definition of a polymer, it must not be specifically excluded, it must meet specific chemical criteria, and the entity manufacturing or importing the substance must file reports and keep records.
