EARNING OUTCOMES

B.S. level pharmacists who have been in the workforce may also return to a college or school of pharmacy to earn the Pharm.D. degree. These programs, which are tailored to the individual s background and experience, may follow nontraditional pathways however, they must produce the same educational outcomes as does the entry-level Pharm.D. degree. 

An evaluation of TAA-funded training was done before and after significant TAA reforms implemented in 1988. Decker and Corson (1995) found no evidence that TAA-funded training had a substantial positive impact on the earnings of TAA trainees. These results suggest that the main effect of Trade Act programmes is income replacement rather than improved labour market outcomes.

Individuals are also not entirely logical in the way in which they make decisions. The value assigned to particular outcomes, such as amount of effort saved, money earned, approval obtained or withheld by colleagues and superiors, etc. is a subjective one. It will be influenced by the personality of the individual making the decision, and by experience of the way in which previous decisions have turned out. Small probabilities are consistently poorly assessed and people rely upon such illogical factors as luck, which they believe they can influence, rather than accepting that some things such as roulette wheels or dice are entirely random machines. 

Competency-based strategies provide flexibility in the way that credit can be earned or awarded, and provide students with personalized learning opportunities. This type of learning leads to better student engagement because the content is relevant to each student and tailored to their unique needs. It also leads to better student outcomes because the pace of learning is customized to each student. 

First and foremost, the benefit level depends on the objective of the program, and hence on the program type. The benefit level should be consistent with program theory, that is, the stylized model of how policy makers think the program s output will affect the outcomes they are trying to influence. A benefit level compatible with program theory will be the smallest transfer necessary to achieve the desired impact on intended outcomes (consumption, income, earnings, school enrollment, or use of nutritional or health services).
