The other operation was called repackaging. This operation received bulk chemicals in tank wagons or rail tank cars and either placed the chemicals in a storage tank or immediately drummed them into smaller containers. Whatever was repackaged would be placed into storage and distributed using the distribution operation. Both of these operations were under my supervision and shared the same physical location therefore, I was tasked by corporate management to perform the standard corporate safety audit on these two different operations. With the diversity between the two divisions, the use of one audit form just did not seem to fit. 

Operational performance standards are found primarily in the Guiding Principles of Reactor. Operations (Reference 4), commonly referred to as the five guiding principles. These principles, which address mission, ownership, procedural compliance, self- assessment, and motivation, are displayed in virtually every ROD manager s office and in other pertinent places and have been distributed to ROD personnel and discussed with them by management for purposes of reinforcing the principles.
