Disaster dilemma

Collective action frames tend to be loose and relatively informal sets of ideas, rather than formal ideological systems, because they need to be flexible in order to adapt to changing situations (Tarrow 1992 190). Chemical Risk provided a broad range of concerns from which scientist-activists could draw selectively and elaborate in papers and public presentations before policy makers, their research peers, university administrators, and high school biology classes. Accordingly, one could frame the problem of environmental chemical mutagens with equal flair as an economic burden, a moral dilemma, or a natural disaster. 

Early on in the AIDS epidemic when the risks and mechanisms for transmission were unknown, some physicians and nurses were reluctant or refused to care for patients with AIDS (Bormann Kelly, 1999 Levine, 1991). One practical solution was to rely on volunteers who would care for patients with AIDS. Now that the mechanism of transmission is known and the risk of contagion from occupational exposure is extremely small the immediate issue seems to have resolved. Relying on volunteers may provide an immediate solution in a disaster situation, but it does not resolve the greater dilemma of limits to nurses professional obligations to care for patients.

The post-Cold War comic book treatment of atomic issues represents a distanced, almost abstract approach to facing the dilemmas of the fissioned atom. Although contemporary comics occasionally draw on tales of potential apocalypse, with some exceptions the inevitable cosmic disasters flow as much from earthquakes, meteors, volcanoes, or social breakdown as from nuclear conflagration. The majority of the vast array of modern "atomic" comic book heroes share one thing in common they have virtually nothing to do with nuclear energy, in any form. 

The word coordination is increasingly used, but the dilemma of the recovery phase (and possibly the provision of interim housing) has been well framed by the Natural Hazards Center comments How does one make a hohstic disaster...
