Delegation of authority

Authority is in simple terms the right to take actions and make decisions. In the management context it constitutes a form of influence and a right to take action, to direct and coordinate the actions of others, and to use discretion in the position occupied by an individual, rather than in the individual themselves. The delegation of authority permits decisions to be made more rapidly by those who are in more direct contact with the problem. 

Create, agree, and publish rules for the assignment of responsibilities and delegation of authority. 

Differences in the systems used to regulate clinical trials in Australia and the Netherlands illustrate how the delegation of authority affects the ability of the central agency to monitor the working of the entire system. In Australia, all approved clinical trials must be notified to the TGA. There is no such reporting requirement for the MEB in the Netherlands. Information about the number and details of clinical trials conducted in the Netherlands is therefore not readily available to the MEB. 

Such a problem is not necessarily inevitable in federal-state delegation of authority. Mechanisms exist in some countries which can provide a link in the line of command and control. In Malaysia, the chief officer of the state regulatory authority is also a member of the federal-level organization. Policy communications between the federal and state levels, such as reporting, thereby become a routine. 

OSD authority would best be vested in the DATSD(CBD) for determining when and how DoD interacts with FDA for all CBW drugs and vaccines. Centralization of OSD authority for FDA relations is intended to clarify who speaks to FDA, who speaks for the Secretary of Defense, and who answers to Congress on issues of CBW defense. It need not preclude delegation of authority for specific drugs or biologies. 

An officially-conducted examination (i.e. review of the conduct of the trial, including quality assurance, personnel involved, any delegation of authority and audit) by relevant authorities at the site of investigation and/or at the site of the sponsor in order to verify adherence to GCP and GLP as set out in this document.

Some policy statements will cover in detail items such as specific assignment of safety and health duties, description of these duties, delegation of authority, safety and health rules and procedures, and encouragement of employee participation. While some companies may wish to include these additional items in the policy statement, OSHA believes it usually is best to leave these details for later discussion.

Assignment of Duties—The delegator first tries to define the task and duties to the subordinate. He also has to define the result expected from the subordinates. Clarity of duty as well as result expected has to be the first step in delegation (Delegation of Authority, n.d.). 

Therefore every manager, i.e. the delegator has to follow a system to finish up the delegation process. Equally important is the delegate s role which means his responsibility and accountability is attached with the authority. .. (Delegation of Authority, n.d.).
