There is no time to think a response is needed, and without delay. Political control comes to depend on the media and their priorities. Journalists are regarded as the voice of the disgruntled citizens (...) They set the tone for the pohtical agenda and (subsequendy) for governance in action (Annual report of the Council of State 2003 18, with the consent of person quoted in Rob 2011 18). 

Ethyl Carbamate. In November 1985, the Canadian Government indicated that it had detected ethyl carbamate [51-79-6] (urethane), a suspected carcinogen, in some wines and distilled spirits. Since that time, the U.S. distilled spirits industry has mounted a serious effort to monitor and reduce the amount of ethyl carbamate (EC) in its products. In December 1985, the Canadian Government set limits of 150 ppb in distilled spirits and 400 ppb in fmit brandies, cordials, and Hqueurs. The FDA accepted a plan in 1987 from the Distilled Spirits Council of the United States (DISCUS) to reduce ethyl carbamate in whiskey to 125 ppb or less, beginning with all new production in January 1989.

Since 1974, the European Council has brought together the heads of state and government of the 15 member states and the president of the European Commission to set key guidelines and political goals and to arbitrate conflicts for which agreements had not been found within the European Union Council of Ministers. Each member country presides over the Council for a six-month period. 

In practice, the real government is the Council of Ten, whose official mandate is to guard the security of the state, but which meddles in anything it fancies— permissible wages and prices, what clothes may be worn, the way banks operate, so on and on. The Ten certainly include murder within their jurisdiction. The Maestro eyed his visitor angrily. The name of the victim ...
