Construction Safety Act

Some preexisting federal laws are also enforced by OSHA, including the Federal Supply Contracts Act (Walsh Healey) and the Contract Work Hours and Safety Standards Act (Construction Safety Act). Standards issued under these acts are now enforced in all industries where they apply (OSHATI, 1994, chap. 2). 

The Construction Safety Act adopts as occupational safety and health standards under section 6 of the Act the standards that are prescribed in part 1926 of this appendix. Thus, the standards (substantive rules) published in subpart C and the following subparts of part 1926 of this appendix are applied. This section does not incorporate subparts A and B of part 1926 of this appendix. 

The construction safety programme is an adjunct of the Department of Labour of the Government of Ontario. However, the Department itself is not actively involved in accident prevention programmes. Instead it restricts its activities to the administration of the Construction Safety Act (1961-62), and the Trench and Hoist Acts, which are the main tools with which Ontario construction safety inspectors work. Under these Acts, enforcement of safety standards is entrusted to municipal safety inspectors, who receive guidance in their work from the Department. In addition to the Acts, municipalities are encouraged to enact further regulations, inasmuch as the Acts set forth only minimum requirements. 

Although the party and the state has established a safety first, prevention first, comprehensive management of safe production approach to the development of the Mine Safety Act, (Lin 2008) Coal Act, Coal Mine Safety Supervision Ordinance until a series of policies, laws, management departments and business units have done a lot of practical work, have a lot to improve and enhance China s labor protection and production conditions, in order to protect the safety and health of workers in production and construction, safety culture theory, and promoting social production and construction development. The Coal Mine Health and Safety Act of 1969 was passed 72-0 in the U.S. Senate, establishing the Mine Enforcement Safety Administration (MESA), later known as the Mine Safety and Health Administration (MSHA). MSHA governs safety within the coal mines as OSHA does for general industry and construction (discussed below). 

Another role of the Construction Safety Association of Ontario is that of adviser to legislative and regulatory bodies in the development of Acts and Regulations for the protection of the construction work force. 

Mr Jelly referred to the Trench Excavators Protection Act. This is enforced by up to 800 municipal employees, many of whom could have other associated duties within the municipal engineering department. The training and guiding of these men in performing this work is the responsibility of the Construction Safety Branch of the Provincial Department of Labour.

Table I was constructed according to the procedure of Knaak et al. (3) using the dermal dose-ChE response curves in Figures 4 and 5. Paraoxon was used as the pesticide standard for methidathion and chlorthiophos, while azinphosmethyl oxon was used as a standard for chlorthiophos oxon sulfoxide and methidathion oxon. The groupings are based upon similar slope values for the dose-response curves. Parathion and azinphosmethyl acted as their own standard. A standard is a pesticide for which safety information is available. In this Table, safe levels are given for the thions and their respective oxons. The safe level for total residues (thion + oxon) lies between the safe levels for the thion and its oxon if the oxon level is at or below its safe level.

Occupational Safety and Health Act. Administered by the Occupational Safety and Health Administration (OSHA), the Occupation Safety and Health Act concerns health and safety in the workplace, OSHA sets standards for worker exposure to specific chemicals, for air concentration values, and for monitoring procedures. Construction and environmental controls also come under this act. This act provides for research, information, education, and training in occupational safety and health.
