The new competitive paradigm that we have described places the firm at the centre of an interdependent network - a confederation of mutually complementary competencies and capabilities - which competes as an integrated supply chain against other supply chains. 

This standard proposal is limited to a format model. So, as it had been pointed out earlier, the implementation of this format requires some complementary work, which can partly be standardized. The definition of the Application Programming Interfaces (A.P.l.) could become a standard in the future. Nonetheless, this would require the creation of a new ad hoc group, with different technical competences. 

When a single technique is employed only local life-cycle cost minimization is achieved. If the global life-cycle cost is to be minimized, a number of techniques have to be applied (Watson et al., 1996). In this case, tools and techniques shouldn t compete with each other, but be complementary in the product development process. The correct positioning of the various off-line tools and techniques in the product development process, therefore, becomes an important consideration in their effective usage. Patterns of application have been proposed by a number of workers over several years (Brown et al., 1989 Jakobsen, 1993 Norell, 1993) and the importance of concurrency has been highlighted as a critical factor in their use (Poolton and Barclay, 1996). 

Like XPS, the application of AES has been very widespread, particularly in the earlier years of its existence more recently, the technique has been applied increasingly to those problem areas that need the high spatial resolution that AES can provide and XPS, currently, cannot. Because data acquisition in AES is faster than in XPS, it is also employed widely in routine quality control by surface analysis of random samples from production lines of for example, integrated circuits. In the semiconductor industry, in particular, SIMS is a competing method. Note that AES and XPS on the one hand and SIMS/SNMS on the other, both in depth-profiling mode, are complementary, the former gaining signal from the sputter-modified surface and the latter from the flux of sputtered particles. 

The approaches described in this chapter can be regarded as complementary rather than competing methodologies. They all have a part to play in an integrated approach to the management of human error to reduce accidents in the CPI. Having said this, we will place rather more emphasis on approaches other than the traditional safety approach in this book. 

Two years ago, the National Research Council published a report on research frontiers and needs in chemistry entitled Opportunities in Chemistry, and known colloquially as the "Pimentel Report" after its chairman, George C. Pimentel. That report identified many of the same areas discussed in this report and focused on how chemists contribute to them. This committee endorses the recommendations contained in Opportunities in Chemistry, and urges their implementation in addition to the recommendations contained in this volume. The two reports, like the two disciplines, should be seen as complementary, not competing. A vital base of chemical science is needed to stimulate future progress in chemical engineering, just as a vital base in chemical engineering is needed to capitalize on advances in chemistry. 

In accord with the fact that XPS has become a standard surface science technique but has not been appreciated adequately in electrochemistry, it is the scope of this review chapter to bring XPS nearer to those who work on electrochemical problems and convince electrochemists to use XPS as a complementary technique.
