The Joint FAO/WHO Meetings on Pesticide Residues (JMPR) began work in 1963 following a decision that the Codex Alimentarius Commission should recommend MRLs for pesticides and environmental contaminants in specific food products to ensure the safety of foods containing residues. It was also decided that JMPR should recommend methods of sampling and analysis. There is close cooperation between JMPR and the Codex Committee on Pesticide Residues (CCPR). CCPR identifies those substances requiring priority evaluation. After JMPR evaluation, CCPR discusses the recommended MRLs and, if they are acceptable, forwards them to the Commission for adoption as Codex MRLs.

Many EU Member States participate actively in the work of the Codex Committee on Pesticide Residues (CCPR), which is hosted by The Netherlands. Before and during each CCPR meeting, EC positions are co-ordinated as far as possible. In view of the special status attached to Codex MRLs since the signing of the Agreement on Sanitary and Phytosanitary Measures (the SPS Agreement), the EC now attaches great importance to Codex work.

Whilst the CAC is the final decision-making body in the Codex Alimentarius system, the drafting and recommendation of texts for adoption by the CAC is specialized work undertaken by various committees. The internationalization of the crop grouping concept was addressed by the CODEX Committee on Pesticide Residues (CCPR) at their 38 Meeting in Brazil in April 2006. Y. Yamada (MAFF, Japan) reviewed the policies and processes of establishing Codex MRLs in food by the Codex Committee on Pesticide Residues, or CCPR. 

The recommendations of the JECFA and the JMPR are recognised as sound scientific advice and many countries base their food laws and regulations on them. The Joint FAO/WHO Food Standards Programme, implemented through the Codex Alimentarius Commission, also makes use of the JECFA and JMPR recommendations. In the course of their work the Codex Committee on Food Additives and the Codex Committee on Pesticide Residues develop maximum levels (ML) or maximum residue levels (MRL), respectively, which form important parts of individual food standards. The Codex Alimentarius Commission is developing these standards to meet its two major objectives, namely to protect the health of the consumer and to ensure fair practice in the food trade. 

Ongoing evaluation of the toxicity of pesticides is attended by experts of the loint Meeting on Pesticide Residues (IMPR) representing FAO and WHO. This body effectively cooperates with the Codex Committee on Pesticide Residues (CCPR) and publishes consensus MRL data, which serve as a basis for the adoption of legislative measures at the international level. At the same time, the CCPR compiles a list of particularly hazardous pesticides, which should be the subject of subsequent JMPR evaluations. 

Because this is a scientific symposium I have specifically chosen to dwell on the activities of the Joint FAO/WHO Meeting of Experts rather than those of the Codex Committee on Pesticide Residues, which is the inter-governmental body to which JMPR provides scientific and technical advice.
