Civil defense program

It could become a major factor in developing our national and civil defense programs. Its greatest asset would be the fact that the safety factor in existing non-fire-resistive structures could be increased measurably. 

Chemical warfare was beginning to resurface all over the world in the few years before World War II. The Italians dropped mustard gas from planes during their campaign in Abyssinia (now Ethiopia) in 1937 and the Japanese reportedly used mustard gas against the Chinese. The fear of chemical warfare in the imminent war resulted in exhaustive civil defense programs in Britain with the distribution of 30 million gas masks (useless of course in the face of a nerve agent attack). 

A development of civil defense programs such as suggested during the symposium shows clearly a defensive rather than offensive philosophy. It is a concrete demonstration not of aggressive intent but of our assuming responsibility to our families, our neighbors, and ourselves. Less apathy and more public support for a sound civil defense program will meet our moral responsibilities better than will withdrawal in horror. 

Nonmilitary or civil defense programs can play a key role in preventing a "cold war from becoming a "hot war. It is well to remember that nonmilitary actions, while defensive, need not be passive or submissive. They can be a positive war-deterrent force, and important to survival in any total war situation. 

In recognition of the necessity for shelters with CBR air filters in any civil defense program, the Board was requested to give strong endorsement to the national shelter policy and program as described in the October 1958 National Plan (April 5, 1959). 

During the war, the CWS also initiated a major civil defense program to protect civilians against both chemical and biological weapons. Of particular concern were protective devices for children. With the help of Walt Disney, a Mickey Mouse gas mask was designed for children, in the hope that they would not be frightened if they had to wear it, and a tentlike protector was designed for in-fants.26,30,102 104...

During the fall of 1941, in response to insistent demands, the Chemical Warfare School extended its civilian defense instruction into nearby areas. This step was taken as an aid in the protection of industrial plants against aerial attack, a matter of utmost concern at the time. The work involved demonstrations and seminars at Boston, Princeton, Philadelphia, and Pittsburgh. The course at Princeton consisted of a two-day session conducted for the special benefit of CWS Reserve officers who were preparing for active participation in the New Jersey state civil defense program. 

I am particularly pleased with the assistance we have received from the Committee on Civil Defense of the American Chemical Society. The recommendations your Committee made to me in the Summary Report of October 19, 1959, were of great value in the formulation of the chemical, biological, and radiological warfare defense program. Enclosed is a paper prepared by my staff showing the progress we have made toward meeting the recommendations.

Who are the key stakeholders and community members that need to be involved in preplanning and do they have a recognized role in, for example, civil defense and emergency management programs ... 

The Congress appropriated 32,500,000 to the Office of Civil and Defense Mobilisation for the current fiscal year, for implementing the prototype shelter construction program. Under this authorisation 153 shelters have been programmed, consisting of 100 family shelters, thirty-seven 50-person community shelters, five 100-person community shelters, three school shelters, two hospital...
