Block grants

The primary goal of this account is to summarize our efforts in this area, particularly in the context of a multi-investigator block grant for multiphase catalysis that was subsequently awarded and involved many of the other authors in this monograph. Additional researchers have also made important contributions to this area, and highlights of their results will be briefly treated below [5-12]. 

So along the lines of money, the next question that arose in our group was, for undergraduate education, which is more important to have faculty who have significant research money, competitive money, and are producing peer-reviewed articles, or to have block grants for the institutional environment for the educational base ...

PRWORA requires what is called maintenance of effort spending levels by the states they must spend at least 75% of their 1994 AFDC share for TANF-related benefits, services or supportive services, on top of their federal TANF block grant. 

TANF is the main federal social assistance programme in the US, but not the largest.67 TANF is a federal block-grant programme states can qualify for a State Family Assistance Grant (SFAG) by transmitting a so-called TANF state plan to the US Department of Health and Human Services (DHHS).68... 

In the treatment area, money was provided for grants to start Drug Courts (court-mandated treatment and related services for nonviolent offenders) and for funding for substance abuse treatment in state and federal prisons. These programs were in addition to the Block Grant and Veterans Administration funding for treatment mentioned earlier. 

If a state did not achieve the 20 percent sales-to-minors rate, the Block Grant funds for the state could be withheld. Remember, even though a federal agency is responsible for the oversight of the Synar Amendment, this initiative is not part of the NDCS. It was a separate law passed by Congress. Ironically, the Synar Amendment is the only demonstrably eflfective federal prevention eflFort. 

As was discussed in the previous chapter, the PART evaluation for the Block Grant was ineflFective, primarily because of the lack of uniform outcome measures. The Programs of Regional and National Significance were rated as adequate with scores of purpose 80, planning 86, management 64, and results 33- There was no PART assessment for any of the individual programs in this area. 

The CDC surveys national disease trends and epidemics and environmental health problems. It promotes national health education programs. It administers block grants to states for preventive medicine and health services programs.
