ROBERT L. RIEMER joined the staff of the National Research Council in 1985. He served as Senior Program Officer for the two most recent decadal surveys of astronomy and astrophysics and has worked on studies in many areas of physics and astronomy for the Board on Physics and Astronomy (where he served as associate director from 1988 to 2000) and the Space Studies Board. Prior to joining the NRC, Dr. Riemer was a senior project geophysicist with Chevron Corporation. Martin Smalley worked as a professional research scientist from 1980 to 2000, with the exception of two years when he trained and worked as a physics teacher. In the late 1980s, after spells in theoretical physics at the Universities of Erlangen-Niimberg and Oxford, he started investigating clays at the Physical Chemistry Laboratory, Oxford University, and the Department of Polymer Chemistry, Kyoto University. He became interested in polymers on an ERATO (Exploratory Research for Advanced Technology) project in Japan in the mid-1990s, and pursued his studies of colloids and polymers as a lecturer in the Department of Physics and Astronomy, University College London. Likwan Cheng received a M.E. degree (1988) from Cornell University and a Ph.D. (1998) from Northwestern University. From 1988-1991, he was a staff member of the Laboratory for Planetary Studies at Cornell University, where he synthesized an analog of cometary material that has since become a widely used property standard in the astronomy community.
