Before the war, formal R D cooperation between universities and industry was rare. To be sure, early leaders like Arthur D. Little at the Massachusetts Institute of Technology (MIT) and Charles E. Burgess at the University of Wisconsin built industrial chemical corporations on the foundations of their academic research, and academic engineering education was quite closely related to industrial practice. 

Consultant groups run surveys for industrial organizations. Often these surveys are later made available to interested subscribers. The economic surveys of Arthur D. Little, Inc., Stanford Research Institute, Foster D. Snell, Roger Williams, and other consultants are noteworthy.
