Application and review

The review of MRL applications is similar to that for centralised marketing authorisations conducted by the EMEA, in that rapporteurs are responsible for the hands-on evaluation, which is then reported back to the CVMP for consideration. If there are outstanding issues, a list of questions is forwarded to the applicant for his or her response. Otherwise, a formal opinion is prepared and presented to the Commission for legal implementation as a decision. The maximum time allowed to deliver a CVM P opinion is 120 days, excluding the time taken for an initial validation of the application and review of responses form the applicant where necessary. 

A common format is of value to both applicants and reviewers as the order of documents is logical, more user-friendly, shortens review time, saves resources and facilitates the exchange of information and discussions. Janet Woodcock, Director of FDA s CDER, speaking at ICH 5, expects more reviewable applications, more complete, well-organised submissions, a format that is more predictable, and as a consequence, more consistent reviews. 

The Office of OPD is generally very helpful and cooperative in preparing and submitting applications, and reviews are thorough and rigorous but not onerous. 

Cortec offers two families of high performance, certified biodegradable packaging technologies based on polyester from corn, Eco Film and Eco Works films and bags. Cortec became the first US manufacturer to complete the Din Certco application and review process for Eco Film and Eco Works film and bag products in March 2005. The implementation plan prepared by the Department of Environmental Affairs and Tourism proposed that an interim expert group will be appointed by the Minister of the National Department of Environmental Affairs and Tourism to assess project proposals and bioprospecting applications and review requests for access. It is too early to make any comment on whether the review process is working because the procedures are not yet fully operational. There is no indication in the regulations as to how long the assessment of the application may take, especially as the applicant may be required to conduct a risk assessment.

The LDA -I- U has been extensively used in studies of lanthanides, but a comprehensive review will not be given here. Some significant applications and reviews are reported in Antonov et al.
