In his book, the Handbook of Chemical and Biological Warfare Agents, author D. Haul Ef/rsoii provides all the information emergency response learns need to deal with lethal materials—from the physical appearance and symptoms of such agents, to their detection and removal, as well as the treatment of victims. 

In the case where liquid chromatography is not available, acidic herbicides need to be derivatized because they can dissociate in water and are not usually volatile to be analyzed by gas chromatography. The basic methods used for chlorophenoxy acid herbicides are esterification, silylation, and alkylation, as described in a recent exhaustive review.The derivatization step is performed after preconcentration and cleanup. The step consists of the formation of esters and ethers from the carboxyl and phenol groups of the acidic herbicides. A lot of reagents and chemical mechanisms can be used to perform derivatization reactions. The most employed derivatization reagents are diazomethane, methyliodide, trimethylsulfonium (or anilinium) hydroxide, bis (trimethylsilyl) trifluoroacetamide (BSTFA), pentafluorobenzyl bromide, and anhydride acetate. It should be noted that explosive and hazardous diazomethane was replaced by safer agents. Authors also underline that surface water generally contains humic substances, which can interfere with the derivatization reaction. ...

The Consultancy employs in the region of 160 staff and provides highways design and specialist services to the five unitary authorities comprising the former county. The Consultancy s other main function for which I am responsible is as Agent Authority for Welsh Office for Trunk road and Motorway Maintenance in South East Wales. This forms a substantial element of the Consultancy s workload. 

Proper consultation with the agent authority should avoid this but sometimes there is a reluctance to do so. 1 can only guess at the reasons why, but timescale may be a factor, cost, lack of acceptance that someone else may know better or the inexperience of contractors and designers. At the other extreme some parties expect agents to provide a comprehensive free design and advisory service, much to the Agent s annoyance. 

In summary I would say that all parties involved in the administration, planning and implementation of temporary traffic management have responsibilities far in excess of those indicated in the various documents produced. The role of the Agent Authority is fundamental to ensure safe working practices are adopted and to ensure consistent application of standards where possible are applied. As Professional Engineers the best we can hope to achieve is to ensure that the information on which we base our decisions is as full and as accurate as we can obtain and that we should not be reluctant to approach other parties in order to obtain that information.

Although some authors propose that an enolizable /3-dicarbonyl system is essential for inflammatory activity, two analogues in which this hydrogen atom at carbon 4 has been substituted, suxibuzone (717) and pipebuzone (718), are used as antiinflammatory agents, and the latter also possesses antipyretic and analgesic properties. However, these compounds are probably not active per se and their activity is due to metabolism to phenylbutazone.
