In the past, some EOD personnel often told civilians that the ordnance recovered was inert. These innocent white lies comforted the civilians and made the military look better. However, because the emergency EOD units usually deal with the ordnance item that was unearthed and do not initiate a full-scale cleanup, this practice of deception throws other governmental agencies, like the EPA or state, off the track and can result in very bad stuff still buried. 

One cannot help but think that Shute is merely protesting too much in insisting on repeating the novelist s familiar white lie that any resemblance of his characters to real people is coincidental, and one wonders how much Shute believed that the development of fatigue-prone aircraft seemed almost inevitable. After all, he had not only Worked as an aircraft engineer who knew the limitations of structural design and analysis but also had worked as a novelist and knew the eternal optimism of the human designer and analyst.
