A second recommendation is that the ACS spell out that part of one s professionalism is mandatory disclosure of information about toxic and harmful effects of new or currently used chemicals. It is not enough for a scientist simply to know certain information which is of societal concern. It is imperative that the information go beyond company files and scientific journals and enter the domain of public interest. The art of delivering this information may at times have to include whistleblowing. 

The next step (granting good motivation and inability to act within traditional structures) is to choose a course of action which has maximum impact. Pick a responsible public media expert to carry the message. Make sure the news gets to the proper people. It is extremely important to choose the proper place and the proper time. Perhaps the choice must be a period when there is a low input of other news. Get it to where the people will read it. If possible do it in association with the professional society so that there will be proper support in case of a threat. The OIG has also recently completed several investigations into so-called partial-fill prescriptions dispensed by community pharmacies. A partial-fill prescription situation arose when a pharmacy did not have the full amount of the requested medication on hand to complete the order. The common industry standard was to dispense a partial amount of the prescription and ask the customer to return for the balance of the medication in a few days time. Pharmacies would often bill third-party payers such as state Medicaid programs for the full amount of the prescriptions in such cases, even though many of the patients never returned to the pharmacy to pick up the balance of their pills. However, it is not uncommon for those who expose the wrongdoing of others in any area to experience negative consequences, despite legislation to provide a framework and protection for them. Damage to whistleblowers who act in good faith can usually be avoided, but it is essential that they are properly assessed and managed by someone experienced in the role. 

It is perhaps fear of being shown to be wrong that holds many back from making allegations of research fraud.
