It was already discussed in Sect. 2.2 that aqua ions in solution present a very wide dispersion (classified in five categories) from complexes almost as slowly reacting as organic compounds, e.g. Rh(OH2), to species such as Cs and Ba where very slight orientation of closest neighbour water molecules (with a rather indeterminate N)
