USOAP

Under ICAO s Universal Safety Oversight Audit Programme (USOAP), States are required to establish a safety programme where aircraft operators, maintenance organizations and services providers implement appropriate safety management systems. [Pg.39]

Civil aviation authorities may also be subject to action under the blacklist if they do not pay sufficient attention to audits and related corrective action plans emerging from the ICAO s USOAP or any applicable Community law. The ban could be a complete one when shortcomings are due to action or inaction of the civil aviation authority concerned and a partial ban on an airline where it could operate into the Community only with its aircraft that meet the safety standards. [Pg.155]
