Once the patent appHcation is complete and the inventor has made a formal declaration of inventorship, the appHcation is filed with the U.S. PTO. In the U.S. PTO, the appHcation is the subject of a thorough, formal, and substantive examination by a patent examiner. Once the patent examiner is convinced that the patent appHcation satisfies the statutory requirements provided for under the laws of the United States, the patent appHcation will be allowed to issue as a patent. Issuance takes the form of a pubHcation provided by the U.S. Government. The pubHcation of patents occurs only on Tuesdays that ate not federal hoHdays. At the time of issuance, the patent is assigned a number and made pubHc in a form which allows all interested patties to obtain access to it. 

National Defense Stockpile Goal for tin at 42,700 metric tons. On January 2, 1980, the Strategic and Critical Materials Transaction Authorization Act became effective. This authorizes the President to dispose of materials determined to be excessive to the current needs of the stockpile. This act provides for the sale of up to 35,600 metric tons of tin, including a contribution of up to 5100 metric tons of tin to the International Tin Council (ITC) buffer stock (see below). The GSA set up a schedule to offer about 500 metric tons of Grade A tin, for domestic sales and consumption only, every other Tuesday beginning July 1, 1980. On December 14, 1981, the restrictions on exporting the GSA tin sold were lifted sales increased immediately. Thus, from July 1, 1980, through December 11, 1981, the total GSA sales were 3170 metric tons. An additional 1815 metric tons were sold soon thereafter, mostiy to traders (10).

Phil Horwitz asked me to comment on what I saw as potential disadvantages of the various plutonium pyrochemical processes extolled by speakers in the Tuesday sessions. I, too, am a fan of pyrochemical techniques. I recognize that pyrochemical processes for Pu processing are just in their infancy - on batch plant-scale. To be truly useful, such processes need to be operated on a continuous basis. Scientists and engineers concerned with such technology need to develop equipment and procedures required to operate pyrochemical processes in a cost-effective, continuous manner."...
