Without having experience and past lessons to draw upon, the Thai government pulled its country out of crisis remarkably well. Additionally, it addressed a major flaw in its system Thailand has since become part of an Early Warning System, which will serve as the country s first line of defense to future tsunamis. Now that the crisis is over, there are valuable opportunities for institutional learning. The local level, however, did not have the tools to be adequately responsive and effective.
