Japan has been an early leader in hydrogen and fuel cell technology development. Since the early 1980s, Japan has invested in research and development into various fuel cell technologies, beginning with PAFCs and MCFCs. Research and development of PEFCs was launched in 1992, and is the focus of Japan s fuel cell research program. The investment to date has amounted to some 97 billion. [Pg.147]

Federal and state governments have had limited and relatively unsuccessful experiences in trying to accelerate market adoption of alternative fuel vehicles. As with all such shifts in industry practices, associated costs are high at the outset, as the new methods and technologies begin to supplant the older ones. In this period of adjustment, the primary and secondary industries needed to provide materials and education are in short supply and, therefore, carry premium values. In contrast, the secondary industries that sup>-port the older established methodologies are functioning to economy of scale and, therefore, represent considerably lower costs. Inevitably, however, as new methods prove their worth, they attain the desirability that leads to established secondary industries, and their associated costs decrease as those new secondary industries move toward economy-of-scale operation to match the increasing demand for their products. [Pg.651]
