3 Specific Elements of the ICRC Chemical Response Initiative 

Three main objectives of the new initiative were identified in the following order priority  

The Red Cross and Red Crescent have recognised that when mounting an operational response to a chemical release, the risk against which potential benefit must be balanced depends not only on the nature and extent of release and dispersal of the agent but also on the availabiUly and effectiveness of three core capacities. 

With regard to medical assistance, this entails specifying what care needs to be available at and away from the site of release of the agent, both in support of ICRC staff and operations and for assisting victims of the event.
