Sovereign government

The Racial Golden Rule asserts the right of every race to racial freedom through racial separation and independence. A primary distinguishing feature of a bond is its issuer. The nature of the issuer will affect the way the bond is viewed in the market. The additional compensation or spread over the benchmark yield that investors will require reflects the additional risks the investor faces by acquiring a security that is not issued by a sovereign government. These yields spreads (discussed later in the chapter) will depend not only on the risks an individual issue is exposed to but also on the level of benchmark yields, the market s risk aversion, the business cycle, and so on. 

Exhibit 7.1 shows the size of the market compared to European sovereign government markets. 

External debt is more risky than internal debt. If needed, sovereign governments can generally raise taxes or print money to service their internal debt. A shortage of external currencies can be more dramatic. This can be seen in the credit ratings delivered by agencies. 

In some cases, even establishing a chain of entities may be complicated by the need for permission from the sovereign government. There is also the need to sometimes work with local defense forces. Finally, as will be discussed in Section 8.5, these chains have to be created while respecting the humanitarian space expectations of the specific event. 

The insurance and reinsurance industiy addresses this challenge via a variety of solutions. Private homeowners may have access to earthquake insurance products that can be purchased individually or through collective, often compulsory, mechanisms such as insurance pools or catastrophe funds. Insurance companies aggregate risks and have access to international reinsurance but also to new instruments in the form of catastrophe bonds or derivatives. These solutions, at the frontier between the traditional insurance market and the financial markets, have also made it possible for sovereign governments to access reinsurance through more varied capital providers.

The issue of access to genetic resources is presented in Article 15. Article 15.1 describes how each state/government has sovereign rights over the natural resources and that national governments have the authority to determine access. The creation of conditions to facilitate access to genetic resources for environmentally sound uses is indicated in Article 15.2 with the admonition not to impose restrictions that run counter to the objectives of the Convention .
