Short term Economic Recovery

A reliable economic analysis and evaluation of measures, especially for innovative measures with only a short-term practical experience, is required, since the cost of the water is an issue of major importance. With regard to the system, a better definition of water services is needed in order to evaluate recovery costs of water uses and environmental costs. 

By contrast, companies with less profitable power plants (or plants facing large short-term costs or especially large uncertainties about cost recovery and future economic conditions) have in some cases decided to close those plants. Joskow (1998, pg. 37) notes that... 

The most used parameter to measure the social impact or severity of an earthquake is fatalities, but in terms of social consequences, it is the survivors that need the humanitarian assistance in the short term and committed recovery and reconstruction plans to rebuild shattered lives in the long term. After the initial relief phase, the fate of those affected is the responsibility of those in governance, e.g., the establishment of the Canterbury Recovery Authority (CERA) after the Canterbury Sequence in 2010-2011. The generation of the required reducing gas is very expensive because natural gas or low sulfur oil are used. Both of these fuels are in short supply and do not offer long-term solutions to the problem. However, in certain industrial processes, like petroleum refineries, a reducing gas could be readily available. Also, if a Claus sulfur recovery plant existed on-site, the concentrated SO2 stream could be sent to the Claus plant where it would mix with the H2S containing gas streams. Final adjustment of the H2S S02 ratio would be necessary. If the overall sulfur balance were favorable, the need for a reducing gas could be avoided. Either of these options could make the use of a recovery process economically attractive for industrial applications.
