A part of the rule-making process is that the public is invited to comment on the proposed rule. These comments, along with the agency s response to them, are published in the final edition of the rule. Although these responses are not part of the overall requirements of the regulation, they do show what the agency was thinking and what its approach to enforcement is likely to be. 

What Is the Final Rule On December 6,1991 OSHA published its final rule on occupational exposure to bloodborne pathogens. This standard marks the end of a four-year rule-making process and produced the first comprehensive and specific OSHA standard to deal with HBV, AIDS, (HIV), and other bloodborne pathogens. 

The energy-barrier model is related to all causes of the disaster of the Titanic, but it cannot explain the reason why those causes had occurred. Details of each cause can be supported by other perspectives. For instance, lack of lifeboats weakened the barrier of evacuation with lifeboats but the energy-barrier model carmot explain why there were not enough lifeboats on the Titanic. With MMD model, we can find that there was an insufficient information flow in rule making process, and conflicting objectives perspective can point out that enough lifeboats were not equipped because the owner wanted much more free space. 

The act directs OSHA to develop and issue standards though a public rule-making process. Employers must comply with those standards as they would with any statutory requiranent.

RULE-MAKING PROCESS (UNITED STATES OF AMERICA)... 

In an interview published by the Houston Chronicle on February 12, 2011, BOEMRE Director Bromwich stated that his agency has no plans to make additional emergency rules. Rather, any changes will now go through the typical rule-making process that takes up to two years... It is not anticipated that this statement will be applied retrospectively to the existing final rule.
