The HSE s information sheet (HSE, 2007) on revitalizing procedures for major hazards provides an introduction to procedures and guidelines on how to develop and implement procedures. Guidance offered includes tips on how to encourage operator compliance with procedures, how to determine the format in which procedures should be presented, how to develop procedures involving end users, and three steps that organizations wishing to improve their procedures should take.

The HSE s human factors toolkit (HSE, 2005b) contains a section on the reliability and usability of procedures which presents guidance on the development and implementation of procedures in safety-critical systems. The guidance offered includes advice on the preparation, format and layout, and enforcement of procedures, as well as questions designed to assess an organization s current set of procedures and procedure development, training, and maintenance processes.
