Response catastrophic

The capacity of a member to deform significantly and absorb energy is dependent on the ability of the connections to maintain strength throughout the response. If connections become unstable at large responses, catastrophic failure can occur. The resistance will drop thereby increasing deflections. Connections often control blast capacity for structures which have been designed for conventional loads only. 

In Delaware, the Regulation for the Management of Extremely Ha2ardous Substances Act, developed in response to the Bhopal disaster and several chemical-release incidents in Delaware, became effective in 1989 (27,28). The regulations Hst 88 toxic substances, 32 flammable substances, and 50 explosive substances. A sufficient quantity is specified for each of these materials, based on potential for a catastrophic event at a distance of 100 m from a potential source of a 1-h release. 

The Nevada Chemical Catastrophe Prevention Act (NCCPA) was developed in response to the two incidents in the late 1980s which occurred in Nevada. This act and its program regulations, enacted in 1991, became effective in 1992 (29,30). The legislation appHes to faciUties handling any of the 128 listed chemicals in quantities above a threshold quantity. 

The performance of a tool material in a given appHcation is dictated by its response to conditions at the tool tip. High temperatures and stresses can cause blunting from the plastic deformation of the tool tip, whereas high stresses alone may lead to catastrophic fracture. In addition to plastic deformation and fracture, the service life of cutting tools is deterrnined by a number of wear processes, some of which are shown in Figure 2.

The term risk assessment is not only used to describe the likelihood of an ad crse response to a chemical or physical agent, but it has also been used to describe the likelihood of any unwanted event. A Category 3 incident is an emergency of major proportions. It may have escalated from a smaller incident or arise instantaneously, e.g. due to a confined or unconfined vapour cloud explosion or a catastrophic failure of a storage vessel. The response from the emergency services will again need to be predetermined by pre-planning. Extensive evacuation of the general public may be required. 

May it please the Tribunal, the indictment accuses these men of major responsibility for visiting upon mankind the most searing and catastrophic war in modem history. Management has the responsibility to create and maintain an atmosphere of trust and respect to encourage openness in reporting near misses and actual loss events. Failure to achieve this positive atmosphere will result in low or no reporting of near misses, which may ultimately lead to a catastrophic incident that could have been otherwise avoided. 

The allowable response of individual frame components is less than that permitted for the same member responding as an isolated element.
