Such a problem is not necessarily inevitable in federal-state delegation of authority. Mechanisms exist in some countries which can provide a link in the line of command and control. In Malaysia, the chief officer of the state regulatory authority is also a member of the federal-level organization. Policy communications between the federal and state levels, such as reporting, thereby become a routine. 

Analytical methods are validated by investigating the specificity, sensitivity, detection limits, quantification limits, accuracy (of the individual result), precision (variation between different tests), applicability and practicability under laboratory conditions and the robustness (susceptibility to interference) of the method. This enables the organization itself to employ these tests much more consciously and with better results, but it also serves the purpose of enabling the registration authorities to use these tests for the regular batch control tests. Field studies can be classified as either manipulative or observational. In manipulative studies, previously unexposed organisms are used, and the experimenter determines the level of contamination to which they are exposed. In contrast, in observational studies the level of contamination to which the organisms are exposed is not under the control of the experimenter. These studies may be part of an independent research project, or may be mandated by a regulatory authority for monitoring organismal health and environmental quality. Manipulative field studies may employ microcosms and mesocosms, enclosures, and field applications of chemicals, while observational studies involve field surveys and collections.
