Regulation voluntary activities

If the test offered at a single site is performed using active ingredients also made at that same site, the in-house or "home brew" test is considered to be outside of the requirements of the ASR rule and is not subject to any FDA regulations. FDA requests that laboratories label their tests using appropriate disclaimers, but this is voluntary. 

Active promotion within a country should take place only with respect to drugs legally available in the country. Promotion should be in keeping with national health policies and in compliance with national regulations, as well as with voluntary standards where they exist. 

Research into voluntary corporate environmental reporting has indicated that this region is lagging somewhat behind the rest of the developed world, apart from some activity in the sensitive resource management area. EPA has announced that while its priority is the passage of a more effective chemical management statute, it will work more actively with the tools available to it under TSCA ( 4, 5, 6, and 8) to require information needed to understand the risks posed by chemicals, to develop chemical action plans for high risk chemicals, and to regulate those risks. It is likely that this new emphasis on a more regulatory and less voluntary approach will be accompanied by a greater emphasis on enforcement.
