A very interesting exception was Su ez Incl n, a prominent member of the earlier mentioned Comision Protectora de la Produccion Nacional and expert on the chemical industry. He played an important role in post-war industrial policy. See his project on nationalization in Felix Suarez Incldn, Industrias esenciales. Organizacion economica del Estado (Madrid Imprenta R. Velasco, 1922), where he proposed a complete reformation (Germanization) of the educational system and the nationalization of strategic industries such as explosives, dyestuffs and pharmaceuticals. 

The field of statistics as a separate discipline began m the early to mid nineteenth century among German, British, French, and Belgian social reformers, refeired to as statists i.e., those that were concerned with numbers related to the state, including crime rates, income distributions, etc. [34] The appeal of frequency-based interpretation of probability would have been natural m the study of large human populations. 

Reliance on forcing consumers to subsidize is hardly unique to German coal. U.S. public utility regulation long has required unequal pricing among consumers. Historically, emphasis was on rates that caused industrial and commercial users to subsidize residential users. This has encouraged industrial customers to secure rate reforms. These are equity measures that are subject to the criticisms stated above.

The fears of the French, Belgians, Dutch, Scandinavians, and many of the British are not simply specters of past horror. The Schuman Plan, noble in intent has not reassured the majority of any of these nations. One announced purpose of the Schuman Plan is to "integrate" West German production into Western Europe. Yet the Plan makes no effort to exclude industrialists who deliberately washed their hands in blood, and it offers little to reform the inherent secrecy of cartel management.
