Rebate Programs

In motivating consumers and contractors to use cool roof technology, some energy companies have started to offer monetary incentives. In some zones of California, the Pacific Gas And Electric Company and Southern California Edison are offering rebates for cool roofs [24, 25]. Other rebate programs exist in Idaho, 

and Florida. [2 3] One significant advantage to these programs is that the Cool Roof specifications mentioned above are guidelines for new construction (Table 24.2). The rebates provide incentive for converting existing low reflectance roofs to the higher standard.

Further incentives to use energy-efficient motors are provided by various cost rebate programs offered by utilities based on norsepower rating and efficiency level. Another factor that will have a significant impact is the Energy Policy Act of 1992, in which the U.S. Congress established limits on the lowest level of nominal efficiency that certain classes of motors of standard design can have after 1997. 

The Utah program provides rebates to end-users of tires, to tire processors, and to certain Utah haulers who are taking tires out of state for recycling or for energy recovery. Utah s legislation includes a sunset clause that ends the rebate program after five years (66). 

As part of the R.C.S. program, specifications for approved insulation products will be provided to the utilities. That same data will be used by the Internal Revenue Service with regard to its tax rebate program, should it continue.
