Reactive strategies

Too little maintenance results in unexpected failures and consequential major losses of production and/or customers (Figure 7-1). This impractical approach is termed reactive strategy and should be avoided on all important machinery. Optimum maintenance strategy balances reasonable costs with maximum possible availability and reliability. The two main maintenance strategies employed by companies today are labelled predictive strategy and preventive strategy. These are part of a balanced approach as shown in Figure 7-2. 

This indicates that error management comprises two strategies proactive methods are applied to prevent errors occurring, and reactive strategies are used to learn lessons from incidents that have occurred and to apply these lessons to the development of preventive measures. Ehminating chemicals of concern often starts as a reactive strategy but it is an important first step on the path to implementing greener chemical inventories. In this section, we discuss two initiatives that focus on eliminating chemicals of concern. Very early in life people discover experience is a good teacher. This idea also applies to safety and health. Understanding what happened in incidents and why they occurred can lead to preventive actions for similar situations. Records of incidents offer reactive strategies to improve safety performance. They are trailing indicators of performance. Many organizations also compile data on leading indicators of safety performance. Leading indicators measure actions that can prevent incidents. Chapter 35 will explore both types of metrics further. 

Any management system should be of a mainly pro-active nature, concerned with the prevention of accidents and ill-health, control of the working environment and the various factors affecting that environment. However, there will always be a place for the various reactive strategies as a means of obtaining feedback on performance.
