Include in its "Guidelines for Employers strong statements that tangible awards should be provided for specific contributions by employed inventors further, inventive discoveries of no interest to employers should be released to employees. The ACS should encourage by direct communication and collaborative action the inclusion of similar provisions in employer guidelines published by other professional societies.

A Yes, the first point in my action plan was that two guidelines have been recommended by the Committee on Patent Matters and Related Legislation to the Committee on Professional Relations for inclusion in the ACS Guidelines for Employers. One has already been adopted by the latter committee, and the other is being considered for adoption at this meeting. The one that has been adopted reads this way "tangible awards should be provided for specific contributions by employed inventors. It should appear in the next edition of the Guidelines. The second one, that has not yet been adopted, is that inventions or discoveries of no use to the employers should be released to the employee. 

Both sets of guidelines attempt to cover most of the types of problems that might arise in the employee-employer relationship and to set forth desirable conditions for employment. The scope of the ACS document can be comprehended by noting the headings in the PEG, which are Terms of Employment, Employment Environment, Professional Development, Termination Conditions, and Investigation of Unprofessional Conduct. Copies of PEG may be obtained from the ACS (3) and the GPEES from the EJC (4). 

Even when a society sets up a strong program for promoting compliance by employers with the voluntary guidelines for employment, it will have to expect that there will be a continuous attack on such a program by employers and by their representatives within the professional...

Liability insurance All teachers employed by the LEA will normally be covered for Third Party Liability insurance to cover their liability.
