BENEFIT-COST ANALYSIS UNDER THE PRIVATE FINANCE INITIATIVE...

The outcome of this particular private finance initiative application, once the premiums which risk transfer involve are taken into account in appropriate ways appeared (to the petitioners at least) to show that the involvement of the private sector would only reduce the capital outlay needed fijom the public sector by about 10%.

In November 2003, the EC also launched the European Initiative forCrowthto boost EU economic development. The initiative includes a "Quick Start Programme" with a list of projects for public/private investment in infrastructure, networks and knowledge. The aim is to encourage the creation of public/private partnerships in co-operation with the Member States and the European Investment Bank in order to leverage finance. 

Investment by the private sector, and in particular business investment, can be financed by insurance receipts but also by previously accumulated savings, by remittances received from abroad, or through borrowing on international or domestic capital markets. The ability of businesses to recover from the initial destruction associated with the earthquake is, in addition to other things, partly a fimction of its ability to invest in reconstmction and may also be a function of the type of financing available. Yet, our knowledge of any general conclusions about this process is quite limited - see an exception on post-tsunami Sri Lanka in De Mel et al. (2012). 

The Global Fund and access initiatives that are disease specific include other examples of efforts to raise the financial endovraient needed to generate innovation, product uptake and access to markets for producers, as well as access to medicines for the patients. Their procurement initiatives are designed to support the skills, finance and technological resource endowment required for innovation. In Europe, there has also been renewed policy thinking about how to construct public and private interaction so that appropriate products get to patients (Chataway et al., 2012). Initiatives such as the European Commission s Innovative Medicines Initiatives support basic and applied research (Morgan Jones et al., 2013).
