Preparing the Project Plan

If you are the project manager, you should take the lead in preparing the PP. Prepare the first draft of the PP by drawing on sources, such as knowledge of the following, which are typically available as a result of the ramp up to a project project type, project location, team members, the agreement/contract, and, of course the client, owner, customer, and stakeholders. 

Two possible concerns arise in preparing a PP. One is do you have enough breadth— have you covered all the bases The other is do you have enough detail—have you drilled deeply enough Don t let perfect be the enemy of good. There is no such thing as a perfect PP create a good one and get on with the project. 

Involve your project team. An engineer at one of my clients said that, when working on projects, he often does not know the framework and the overall objective. By collaborating with the project team in preparing the PP, your team members will imderstand the project framework and objectives. Team members are typically an excellent source of ideas on ways to improve your draft PP. 

Most business, government, academic, and volunteer organizations have gold, sometimes not mined, beneath their feet in the form of experts. These experienced personnel understand client, owner, customer, and stakeholder requirements or how to determine them. Early participation by these seasoned individuals leverages their knowledge. Use you most experienced personnel in a prospective, preventive mode and not in a retrospective, remedial mode. While these veterans can usually find deficiencies near the end of a project they can also offer advice, at the beginning of a project, to avoid those deficiencies. The cost of prevention will almost always be less than the cost of remediation.

Three PMBs on system integration and assessment (SI A), thermal hydraulics and safety (TH S), and materials and chemistry (M C) were provisionally established in November 2003. A PMB on fuel qualificatimi (FQ) was additionally established in 2008. The tasks of the PMBs are to propose concrete collaborative R D, prepare the project plan, and exchange informatimi among the member and observer countries. The project agreements (PAs) and the concrete project plan for each PMB are currently being prepared.
