Pollution prevention is an approach to addressing environmental issues that involves preventing waste fix>m being formed so that it does not have to be dealt with later by treatment or disposal. The Pollution Prevention Act of 1990 (17) established this approach as the national policy of United States and the nation s "central ethic" (18) in dealing with environmental problems.
