In our experience, four related barriers frequently prevent managers from being more effective in promoting safety  [Pg.146]

Another common barrier relates to managers who rely on the threat of discipline to motivate employees to work safely. The iUogic of this approach is almost self-evident—if employees are not going to work safely to avoid injury, why would they work safely to avoid disciplinary action The situation is about the same as relying on the fear of injury to motivate employees to work safely. The probability of disciplinary action is frequently too low to motivate a consistent level of safe work [Pg.146]
