To be able to achieve good operating performance, it is essential that the plant is built according to high quality standards and with sufficient operating and safety margins. It is also essential to have highly qualified and well trained operation and maintenance staff and well planned operation and maintenance procedures. 

The design of the SIS shall take into account human capabilities and limitations and be suitable for the task assigned to operators and maintenance staff. The design of all human-machine interfaces shall follow good human factors practice and shall accommodate the likely level of training or awareness that operators should receive. 

If a particular type of fault is insufficiently severe to necessitate a fail-safe reaction, the computer system should still provide notification to plant operating and maintenance staff so that they can effect a repair of the fault before it can contribute to a multifault failme which does have safety implications.
