With miles of tarred roads around the smelter shared by metal transport vehicles, contractors vehicles, and bicycles, a major road safety campaign was implemented. Two security personnel were selected and sent to the local municipality for training and were appointed as traffic controllers. They patrolled the roads and issued friendly warnings to traffic rule offenders. The objective was to educate rather than punish, but there was a three strikes and you re out policy, especially for contractors. A mobile, solar-powered radar road speed indicator was placed at different positions within the plant to remind drivers of the speed limit. A strict vehicle seat belt policy was introduced, and no one was allowed onto the premises unless all vehicle occupants were buckled up. [Pg.191]

Finally, one of the objectives of the book is to provide a handbook for the use of any person who has health and safety as part of their responsibilities. We thought that it would be helpful, therefore, to add a few useful topics that are outside the syllabus. These include managing occupational road risks (Chapter 11), fast track settlement of compensation claims following the Woolfe reforms (Chapter 18) and demolition using explosives (Chapter 10). [Pg.517]

These German, Canadian, and Norwegian findings support another statement in the above-mentioned OECD report An important conclusion of the Scientific Expert Group is that behavioural adaptation exists, and does have an effect on the safety benefits achieved through road safety programmes (OECD, 1990 p. 6). A comparative study of cars with and without ABS conducted in the United States came to the striking conclusion that the evidence is clear that anti-lock brakes are associated with increased fatality risk to occupants of the ABS-equipped vehicle (Farmer et al.,... [Pg.77]

Policies that relate to road users and their behaviour fall within the safer road users category of the Safe System approach to road safety. Within a safe road system, road safety authorities and road users are understood to share the responsibility of using the system safely and responsibly. Behavioural adaptation to road user-related policies can potentially take many forms, and so it is best if consideration of the potential for behavioural adaptation is conducted on a case-by-case basis. In this section, four examples of behavioural adaptation to road user policies are presented the requirement for vehicle occupants to wear seat belts, bans on mobile phone use by drivers, policies related to impaired driving, and the use of road safety cameras to monitor and change driver behaviour. [Pg.186]

These possible decreases correspond to a similar mobility between the two periods and a slight decrease in the number of injured car occupants. This slight decrease can be explained by the fact that the period includes the years 2003 and 2004 when road safety had been greatly improved in France. There had been a... [Pg.80]

While there has been significant progress in most OECD countries in improving road safety and reducing road mortalities, PTW riders have not benefited at the same pace as car occupants from safety improvements over the last decade (see Figure 7.1). [Pg.105]

The best methods require getting under the hood. Explosives are placed as near the occupants as possible. The fuse, homemade, commercial or safety, is wrapped a few turns around the exhaust manifold. After a few minutes on the road the exhaust manifold gets almost red hot and ignites the fuse. [Pg.48]

The old adage that says that failure to plan is planning to fail is very appropriate when discussing the need to have a safety and health management process in place for each workplace. The term process infers action, meaning to implement and organize an approach. Such an approach must set forth a roadmap to follow, as well as the rules of the road that must be followed in order to attain a safe and healthy work environment. This organized approach to occupational safety and health must contain all the components to accomplish a process that will facilitate safety and health at the workplace. The process will include... [Pg.19]
