Harmonization initiatives can occur as a result of specific agreements between two or more countries, as in Europe (EU) through the European Conunission (EC), in North America under the North American Free Trade Agreement (NAFTA) or more broadly under the umbrella of international nongovernmental organizations such as the Organization for Economic Co-operation and Development (OECD). 

In North America, a free-trade agreement was signed in the mid-1990s by Canada, Mexico, and the United States to eliminate tariffs between these countries. It is too early to assess the effects of this agreement, called after its enabling legislation the North America Free Trade Act (NAFTA).

Inspired by the great economic success of the European Union (formerly European Economic Communities - EEC) other countries have made plans to form agreements or unions bearing some resemblance to the EU. In November 1993 the North American Eree Trade Agreement - NAETA was agreed upon between Canada, Mexico and the United States of America. It became effective as of 1.1.94. It is only a free trade agreement, but nevertheless the first step of an alliance. Therefore, in the next subchapter these three countries will be dealt with together, in the order USA, Canada, Mexico. 

Simply put, capitalism is spreading around the world—if not full-blown capitalism, at least the introduction of market forces, freer trade, and widespread deregulation. It s happening in the former Communist countries, in the developing world of Latin American and Asia, and even in the industrialized West, with economic union in Europe and the Free Trade agreement in North America,... 

In the economic scene, there are also a number of vital movements around the world, which are too numerous to mention. To cite a few instances, we see such developments as the Unified EC toward the end of 1992 which accompanies an agreement between EC and EFTA on EEA, the formation of a free trade block In North America, current negotiations of the GATT Urguai Round, and so forth.
