In another incident a backhoe ruptured a 3-in. polyethylene natural gas pipeline fortunately the gas did not ignite. The drawings were complex and cluttered, and the contractor overlooked the pipeline. A metal detector was not used. This would have detected the pipe as a metal wire was fixed to it, a good practice. In a third incident a worker was hand-digging a trench, as an electric conduit was believed to be present. It was actually an old transfer line for radioactive waste, and he received a small dose of radioactivity. The planner had misread the drawing.

In 2005, TSA began using explosive trace portal machines in an attempt to confront the presence of explosives in the country s 40 busiest airports. Clearly, if there is unbumed explosive material present in an area of interest, then the trace chemical sensor will register a false positive. Similarly, some bulk chemical sensors may provide false positives when they encounter a mass of nitrogen-rich material, such as fertilizer or feces. In either case the rate of false positives is still likely to be less that the false-positive rate of a metal detector. 

In spite of recent advances in detector technology, metal detectors, mine probes, and canines remain as the most widely utilized mine detection tools. All of these methods have been utilized with some success, but all have limitations. For example, metal detectors must be operated at extremely high gain settings to obtain adequate sensitivity to detect low-metal-content mines. This is an issue because minefields are often littered with metallic objects (e.g., fragments from exploded munitions). Hence, false alarms are common, limiting the utility... 

The federal Undetectable Firearms Act of 1988 (RL. 100-649) bans the manufacmre, import, or sale of guns that cannot be detected by metal detectors or airport screening equipment (such as guns made mostly of plastic).

This case reiterated that students do have some expectation of privacy, but schools have a wider scope than police officers, because of the need for schools to be a safe learning environment. In addition to a search where there is some particular suspicion (as in T.L.O. s case), generalized searches such as the use of metal detectors to keep weapons out of schools have also been held to be permissible. For example, in 7.amor a v. Pomeroy (1981), the Supreme Court upheld a warrantless search of school lockers by trained police dogs, and in State v. Moore (1992) it was held to be reasonable for a school administrator to search a student s bookbag because a guidance counselor had been tipped off by another student that the student...
