FDA can take these actions independently. For example, although a product seizure can be appealed against in Federal Court, the product remains seized, and sales remain halted while the legal process takes place, usually over at least several months. This prolonged period per se is often sufficient to kill the product in the marketplace, even if agreement for its reintroduction is eventually reached. The more serious enforcement actions are also punishable with prison terms and fines under the FD C Act. But despite the stipulated duties for industrial companies, circumstances may arise in which authorities conclude that additional measures still need to be initiated in order to improve human health and environmental protection. For this purpose, different processes are laid down in REACH as well as in the CLP Regulation and reproductive toxicants often take a special position within them. This is because reproductive toxicity is considered a particularly serious health hazard. The three procedures explained below show in more detail how substances with reproductive toxic properties are taken into particular consideration. In this context, teratogenic substances are not explicifly named by the legal texts but, as they constitute as developmental toxicants a hazard differentiation of reproductive toxicity, they are implicitly always included by the provisions. 

The maximum permitted temperature for the production of process flavours is around 180 °C, as defined by legal regulations, but in general, the temperatures actually used are much lower in order to be able to reach a broad variety of different flavour profiles, such as cooked, boiled, fried, roasted and shallow-fried notes. The pressure during the reaction is usually below 10 bar (10,000 hPa). 

In general, the quantity of sulfur increases as the density of the crude increases. Sulfur compounds poison the metallic catalysts used in the refining process. There are legal and contractual limits on the amount of sulfur contained in most products. Thus, the refiner must remove or destroy the sulfur compounds in the crude to reach an acceptable level. 

The reform process, kick-started in 1997 with broad Commission consultation on the strengths and weaknesses of the key EU legal instruments for chemical control,15 culminated in December 2006 in the adoption of the REACH Regulation.16 The Regulation demands registration of all chemical substances, on their own, in preparations, or in articles, that are produced, traded, or imported onto the EU market. The Regulation sets a standard of no data, no market . Chemicals for which technical data have not been submitted, should be taken out of circulation. By comparison, according to the REACH legal text, proposals for substances subject to restrictions or authorisations would undergo separate processes and not include any specific mechanism to co-ordinate decision-making with other legislative frameworks.
