Lead-based paint scope

While the requirements of this rule will, in some cases, have the ancillary benefit of removing some preexisting dust-lead hazards, it strikes the proper balance of addressing the lead-based paint hazards created during the renovation but at the same time not requiring renovators to remediate or eliminate hazards that are beyond the scope of the work they were hired to do.
