The point is that this approach ignores the distinctive feature of the bi-molecular process - its non-equilibrium character. The fundamental result known in the theory of non-equilibrium systems [2, 3] is that they tend to become self-organised to a degree which could be characterised by the joint correlation functions, Xv(r, t) and Y(r, t). The use of chemical weapons by a State Party against its own citizens - a possibility that, based on historical precedence, cannot be ignored - would not establish such a right since chemical weapons will clearly not have been used against it . This, however, would not prevent the Organisation from deciding, for humanitarian reasons, to provide the victims with assistance.

Grievance cells and other mechanisms for resolution of conflicts with workforce shall always be in force. No legitimate problem shall be ignored. Officers of this department as well as other senior engineers and managerial staff shall be alert to see that any discontent brewing in the organisation does not snowball into a major conflict.
