Howto Determine if a SNUR Exists

In notice and comment rulemaking, which is an option for promulgating SNURs, the ERA issues a proposed SNUR in the Federal Register, and announces a thirty-day period during which anyone can submit comments on the proposal. The ERA must consider any comments it receives and may issue a final rule if it determines that a SNUR is warranted. [Pg.395]
