Several states provide grants for feasibility studies to investigate recycling processes and methods, or for feasibility studies regarding new businesses. Grants range from 50 percent to 100 percent of the cost of these projects or studies (66). [Pg.90]

As with any grant or loan program, advantages are that the government is helping businesses or other entities develop better ways to utilize tires and increase the number of tires that are recycled or utilized for their energy value. [Pg.90]

Disadvantages occur when grants or loans are provided to enterprises that could have succeeded without the extra help, or to enterprises that falter when the extra help is no longer available. The cost of administering grant and loan programs is also a disadvantage. [Pg.90]
