These phases are defined by the number of hydrogen cars on the roads rather than by calendar years. A connection to calendar years can be established through the hydrogen-vehicle market-penetration curves elaborated by the automotive industry (see Fig. 14.5). The infrastructure analysis focuses on the early phase of hydrogen deployment, with a relatively low penetration of hydrogen vehicles because regional aspects are crucial in this phase.
